2003年3月，?上海化學工業(yè)區(qū)發(fā)展有限公司與升達廢料處理有限公司合資成立了上海化學工業(yè)區(qū)升達廢料處理有限公司（SCIP?SWS），升達廢料處理有限公司于2008年9月起成為蘇伊士環(huán)境集團的全資子公司。蘇伊士環(huán)境集團有專業(yè)員工161?000人，是世界上最大的環(huán)境科技提供商之一，它在工藝、運作、管理等各方面全程向SCIP?SWS傳授專業(yè)經(jīng)驗和技術。
In?March?2003,?SCIP?SITA?Waste?Services?Co.,?Ltd.?(SCIP-SWS)?was?established?as?a?joint?venture?between?Shanghai?Chemical?Industry?Park?Development?Company?and?SITA.?SITA?becomes?a?100%?owned?subsidiary?of?Suez?Environment?since?September?2008.?Suez?Environment,?with?a?professional?workforce?of?161?000,?is?one?of?the?largest?environmental?technology?providers?in?the?world.?Suez?Environment?experts?are?transferring?best?practices?and?know-how?in?process?engineering,?operation?and?management.
2006年5月，上海化學工業(yè)區(qū)升達廢料處理有限公司順利通過了國家環(huán)保總局的專家評審，是上海唯一一家取得國家環(huán)保總局頒發(fā)的危險廢物經(jīng)營許可證的單位，處理能力為60?000噸/年，擁有2條回轉窯生產線，SCIP?SWS的目標是24小時的連續(xù)操作并向客戶提供全年不間斷的有效接收。
In?May?2006,?SCIP?SWS?successful?passed?the?audit?from?the?experts?of?State?Environmental?Protection?Agency?(SEPA)?and?became?the?only?one?company?who?was?certificated?by?SEPA?in?Shanghai.?SCIP?SWS?operates?a?60?000T/Y?incineration?plant?with?2?identical?incineration?lines.?Our?goal?is?to?provide?24?hours’?continuous?operation?and?uninterrupted,?year-round?service?for?the?reception?of?all?acceptable?wastes.
根據(jù)設計，工廠可以處理不同屬性和包裝的廢料。為了保證完美無暇的服務鏈，一流的實驗室以及特殊車輛的車隊將作為焚燒廠的后盾。由于考慮到上海的排放標準以及施行力度都在迅速發(fā)展和提高，上海化學工業(yè)區(qū)升達廢料處理有限公司焚燒裝置配備的尾氣處理系統(tǒng)的設計標準是遵循歐洲標準，而不是目前中國國家標準。同時，處理裝置還帶有能量回收功能，產生蒸汽供上海化學工業(yè)區(qū)內的企業(yè)使用，從而減少了天然能源，如：天然氣、煤、石油的消耗以及有害氣體的排放，符合“循環(huán)經(jīng)濟”的發(fā)展理念。
