Purpose

The?position?reports?to?General?Manger?of?Lu’an?Joint?Venture?directly,?(which?Air?Products?&?Lu’an?have?60%?vesus?40%?partnership?separately,?located?in?Xiangyuan,?Changzhi,?Shanxi?Province.)?and?AP?China?IG?EH&S?manager?in?dot?line.?It?is?directly?responsible?to?facilitate?the?use?of?AP,?regulatory?EH&S?standards/policies?and?global?best?EH&S?practices?in?all?activities?–?administrative,?operations,?engineering,?etc.?The?responsible?area?covers?JV?ASU,?Gasifier,?and?Purifier?plants.

This?position?full?time?support?and?adopt?AP?EH&S?management?system,?this?position?will?demonstrate?the?leadership?capability?to?approach?high?EHS?performance,?local?EHS?code?and?policy?requirement?and?implement?these?procedure?and?program?to?this?JV.

This?Position?will?cover?the?permit?management?role?in?JV,?this?position?also?will?work?on?matter?of?JV?permits?system?with?governors?where?should?compliance?with?local?safety,?environment?and?industry?hygiene?requirement.

This?position?also?takes?the?responsibility?to?communicate?between?AP?and?JV,?contact?the?side?of?AP?EHS?process?and?program?updates?to?the?JV,?while?reports?any?various?and?deviation?feedback?to?AP?to?ensure?JV?EH&S?system?successful?running.

The?Job?Holder?is?a?EH&S?Expert?and?in?charge?of?the?JV?EH&S?organization.

The?position?reports?to?GM?of?JV,?dot?line?to?AP?China?EH&S?manager.?The?position?is?directly?responsible?to?facilitate?the?use?of?AP,?Asia?JV/Sub?and?regulatory?EH&S?standards/policies?and?global?best?EH&S?practices.?Ultimate?measures?of?success?for?this?position?are?attainment?of?EH&S?goals?concurrent?to?business?goals.

The?Job?Holder?is?one?of?facilitator?comply?with?AP?safety?philosophy?which?stands?that?line?management?is?primary?responsible?for?EH&S.??However,?Line?management?counts?heavily?on?the?passionate?support?given?to?the?EH&S?effort?by?the?incumbent.?The?incumbent?must?drive?the?EH&S?process?personally?through?Line?Management.?Technical?and?managerial?requirements?are?high?expected.

The?Job?Holder?must?effectively?coordinate?the?use?of?AP,?Contractor?EHS?resources?to?support?the?JV?EH&S?continuous?improvement.

The?Job?Holder?requires?the?incumbent?to?have?thorough?knowledge?of?the?nature?of?AP?operations?and?EH&S?standards/policies,?and?corresponding?with?local?EHS?code?and?requirement.

The?job?Holder?facilitates?annual?Safety?Improvement?Plans,?BSP?and?APSAM?in?JV.
PRINCIPAL?ACCOUNTABILITIES
?1.This?position?will?functionally?report?to?JV?general?manager.
2.Transplant?AP?EH&S?management?system?to?JV?and?maintain?the?system?with?updating?with?APCI?and?considering?local?requirement.
3.Facilitate?annual?Safety?Improvement?Plans?and?their?successful?execution,?facilitate?annual?setting?of?EH&S?Key?Performance?Indicators?and?instruct?AP?EH&S?tools?to?JV.
4.Coordinate?the?JV?sites?EH&S?audit?with?support?from?AP?EH&S?system
5.Cover?activities?in?JV?Product?Safety?and?Process?Safety?with?Business?and?Operations.
6.Support?Operations?Line?Management?in?continuously?improving?EH&S?performance?while?concurrently?meeting?business?goals.
7.Communicate?and?compliance?to?local?government?for?Environment,?Safety,?Health?requirements,
8.Any?other?duties?as?assigned?and?carry?out?tasks?and?requests?from?reporting?manager?in?a?timely?and?efficient?manner.

JOB?REQUIREMENTS
1.Job?incumbent?is?expected?to?have?BS?in?Chemical?Engineering/Process?or?EH&S.
2.Job?incumbent?is?expected?to?have?minimum?8?years?in?chemical?operations?related?activities,?3?years?in?safety?job,?experience?of?safety?work?in?international?company?is?a?plus.?Hands-on?field?experience?in?operations?and/or?EH&S?areas,?experience?in?companies?with?excellent?EH&S?performance/culture?desirable,?as?well?knowledge?in?operating?plant?permit?management.
